Ian Horrocks

Ian enjoyed a successful career with Metropolitan Police Service before moving to the private sector in 2007.

He was an accredited Senior Investigating Officer (SIO) for homicide and gained extensive experience in high-value, multinational fraud and other serious crime. In the final five years of his police service, he led one of New Scotland Yard’s Kidnap and Specialist Investigations teams.

While serving on a Central London murder team, Ian played a key role in developing a ground-breaking witness protection system, used in a trial involving the largest number of protected witnesses in UK history.

He is an accomplished crime scene examiner and brings this expertise to the assessment and review of major crime investigations. Ian also has significant experience in cases involving vulnerable victims and contributed to policy development while serving within the Metropolitan Police Crime Policy Unit, including work focused on tackling sexual offences against vulnerable individuals.

Since leaving the police, Ian has provided advice and support to victims and has been instrumental in progressing investigations where prosecution was not initially pursued by the police or the Crown Prosecution Service.

He later served as European Director for a leading security and risk consultancy based in Hong Kong, before moving on to advise international corporations and hotel groups on safety, security, crisis management and business continuity.

Ian delivers bespoke travel risk and safety guidance to UK multinationals, helping them meet their duty of care obligations while ensuring a safe and secure environment for staff. Notably, he was among the first to identify the emerging risks of COVID-19, advising clients in early January 2020.

He has also worked closely with the Metropolitan Police DIVERT programme, an award-winning initiative aimed at reducing reoffending by diverting 18 to 25-year-olds into education, skills training and employment. Ian continues to support the programme by providing pro bono guidance to Custody Intervention Coaches, helping them operate safely and effectively.
